Navigating home and living supports can feel complex, especially with recent changes to NDIS compliance and billing rules. If you receive or provide supported independent living, it is vital to understand the latest requirements surrounding Registration Group 0138.
This guide breaks down what supported independent living is, the new mandatory registration rules for providers, and exactly which support line items fall under the 0138 code.
What is Supported Independent Living (SIL)?
According to the NDIS, supported independent living is funding for a support worker to help or supervise you 24 hours a day, 7 days a week within your home. Depending on your needs, you might have an individual support worker or share one with housemates.
SIL is designed to help you live as independently as possible while building your everyday skills. This funding is typically suited for participants who need:
- A support worker with them 24 hours a day, including overnight.
Active assistance with daily activities for at least 8 hours a day.
Supervision or lower-level help for the remaining hours.
Your support worker can help with daily tasks such as personal care (showering, getting dressed), eating, cooking meals, and standard household chores. It is important to note that SIL is entirely separate from Specialist Disability Accommodation (SDA), which covers the physical housing itself, and SIL cannot be used to pay for rent or groceries.
Mandatory Provider Registration for SIL
A major regulatory shift recently took effect to improve the quality and safety of high-intensity supports. Previously, many SIL services were billed under a broader registration group (0115). Now, a dedicated class of support exists: Registration Group 0138 – Assistance with supported independent living.
Crucially, all providers delivering SIL services must be registered.
As of 1 July 2026, unregistered delivery of SIL is no longer permitted. Providers transitioning into the new framework were required to apply for registration to continue claiming under the new 0138 support items. This change ensures that any organisation providing supported independent living NDIS services strictly complies with the specific, supplementary SIL Practice Standards module, keeping participants safer.
